What is the requirements for use of ECDIS on board ship as a primary means of Navigation?

When ECDIS used on board ship must have fulfill the below SOLAS requirements. 

1. ECDIS should be type-approved.
2. Should be use official ENC. (up-to-date official ENC)
3. Have adequate independent backup arrangements.
4. should be IHO standard.
